The Baltic Climate Vulnerability Assessment Framework was put together within the project Baltic Challenges and Chances for local and regional development generated by Climate Change. The purpose of the framework is to guide and assist the Target Areas (TA) within the project in mapping and analysing the challenges and chances created by climate change.This exercise aims at mapping division of responsibility across the key actors who are involved in climate change governance for the TA in general and in each of the Implementation Case themes, in terms of: (i) crisis management, (ii) more long-term planning, and (iii) seizing opportunities.
