The Baltic Climate Vulnerability Assessment Framework was put together within the project Baltic Challenges and Chances for local and regional development generated by Climate Change. The purpose of the framework is to guide and assist the Target Areas (TA) within the project in mapping and analysing the challenges and chances created by climate change.This exercise aims at identifying and ranking both internal and external factors of adaptive capacity in order to single out the most relevant ones for assessing vulnerability to climate change in the Implementation Cases and in the TAs.
